Structure

SWELTRAC is a sub-regional partnership of ten London Boroughs working together with Transport for London, Surrey County Council, Spelthorne Borough Council, Network Rail, the Department for Transport, bus and train operators and freight, business and passenger interests. It aims to develop and implement proposals which make a major contribution towards promoting sustainable development, easing congestion and providing greater choice of transport modes. The London Borough of Richmond Upon Thames acts as the lead authority for SWELTRAC. Its work is overseen by the SWELTRAC Forum, which meets once a year, and three Working Groups which meet every two months. The details of these are as follows:

Rail Access Working Group - this group works with trains operators and Network Rail to seek to implement station access improvements across the suburban networks covering South and West London. It also plays a strategic role in monitoring and influencing major rail proposals in the region such as Crossrail, Airtrack and the London Overground Network.

Communications Group - the purpose of this group is to co-ordinate our relationships with organisations such as Transport for London, the South London Partnership, British Airports Authority and other organisations operating within the sub-region. It has a brief to ensure that the key messages from our work are being delivered to both the public and the decision makers and opinion formers in the transport industry and the political arena. It has made presentations to bodies such as the GLA Transport Committee and has been involved in giving evidence on Scrutiny Panels and in relation to issues arising from the Mayor's London Plan.

Integrated Transport Studies Working Group - buses, trams, freight and travel planning issues form the basis of the discussions for this group. Our travel plan officers keep the group up-to-date with the work they have been undertaking with both the public and with local businesses to promote and support sustainable transport. It also takes a keen interest in topics such as car sharing, car clubs and issues relating to Heathrow Airport.

The Chairmen and Vice-Chairmen of these groups form the SWELTRAC Executive, which takes a strategic view of the management of the Partnership as a whole.

SWELTRAC Forum - the SWELTRAC Forum meets once a year and is intended to give greater involvement to Senior Councillors and Officers in the work of the Partnership. It receives presentations on topical and important transport issues and projects that are significant in the South & West London sub-region.
